Central Europe to see filmgoing boom

Theater construction to drive B.O. rise

LONDON -- Central European countries are on the verge of an investment boom in movie theater construction that should see an annual rise of 20 million filmgoers within five years and box office receipts up by 6% or more on this year, according to a Dodona Research report.

The report, Cinemagoing Central Europe, says the annual number of movie theater visits in the region -- a swathe of countries that includes Bulgaria, Croatia, Czech Republic, Hungary, Poland, Romania, Slovakia and Slovenia -- is set to rise from 72 million last year to 92 million by 2013.

The region has 3,157 screens, roughly the same amount as Canada or Japan. But box office take is much smaller than in Canada or Japan because ticket prices are so much lower.

Ambitious expansion plans by exhibitors could double capacity in Bulgaria by 2013 and in Romania the number of screens is expected to grow from 122 to 350 over the same period.

"In the 20 years that our firm has been monitoring the cinema market, right from the start of the multiplex boom, there has never before been expansion in any country of this scale and rapidity," report author Alisdair Ritchie said.

The increase in screens in Romania should see an almost three-fold rise in admissions by 2013 from 3.4 million in 2008 to 9.5 million, the report says, with per-capita cinema attendance across Central Europe on par by that time with figures for some of the richer Western European territories today.

"The 1.5 cinema visits per head of population expected in the Czech Republic, Hungary and Slovenia by 2013 compare with similar levels today in Germany, the Netherlands and Portugal -- and a figure of around that in Greece," the report states.

Digital cinema is also set to grow in Central Europe, driven by the potential of 3-D movies.

Palace Cinemas, a loop in the Czech Republic, Slovakia and Hungary, and Poland's Multikino have recently announced plans to convert their chains to digital projection, which could provide a catalyst for others to follow, the report says.

Tornatore's 'Baaria' to open Venice

First Italian pic in two decades to kick off fest


Giuseppe Tornatore�s lavish Sicilian epic �Baaria� will open the 66th Venice Film Festival on Sept. 2, marking the first time in two decades the Lido will have kicked off with an Italian film.

�Baaria,� a $30 million ensemble pic spanning three generations in Tornatore�s native Sicilian village of Bagheria, will screen in competition. The title of the film is Sicilian slang for Bagheria.

The pic is the local industry�s most costly production in recent memory.

Produced by Medusa and Tarak Ben Ammar�s Quinta Communications, �Baaria� was mostly shot on a massive Tunisian set in Ben Arous, an industrial area outside the city of Tunis.

The large ensemble cast includes Monica Bellucci, Michele Placido, Raoul Bova, Luigi Lo Cascio, Laura Chiatti and Donatella Finocchiaro. Ennio Morricone composed the score.

Newcomers Francesco Scianna and Margareth Made are the pic�s leads.

Tornatore�s most ambitious project to date, the partly autobiographical �Baaria� has been described by the helmer as �funny and melancholic.�

After the Sept. 2 gala screening on the Lido, �Baaria� will bow on Italo screens via Medusa on Sept. 25.

Summit Intl. is handling international sales. The Venice fest wraps Sept. 12.

Ontario hikes showbiz tax credit

Province extends credit for foreign filmmakers


Ontario is playing catch up with Quebec.

Canuck province is extending its 25% film and TV production services tax credit for foreign filmmakers beyond labor costs to all qualifying costs, including the purchase and rental of properties such as equipment and studios.

This puts the province on an equal footing with Quebec, which hiked its film and TV credit June 12.

The measures, announced June 30, will take effect for expenditures incurred by qualifying production companies after July 1.

The news is welcome relief to Ontario's 25,000-plus industry workers, on edge due to the roller-coaster Canuck dollar and ever-increasing competition from locations on both sides of the Canadian border.

"Ever since Quebec made its announcement we have been in meetings with Ontario's finance department going through the business case for doing this," said Brian Topp, co-chair of industry consortium FilmOntario and exec director of the Alliance of Canadian Cinema, Television and Radio Artists.

He said Quebec's move had contributed to a $200 million loss in business in Ontario's film and TV sector this quarter.

"The matching credit completely changes the picture," Topp said. "It's nothing but good news for everyone in the industry here."

The newly dubbed Pinewood Toronto Studios (formerly FilmPort) is already feeling the benefit.

"A few days ago some of our clients were not going to bring their projects to Toronto and today my phone's been ringing off the hook," said managing director Edith Myers. "Now a number of prospective clients are looking to come here and one has even confirmed.

"It's important people understand the attraction of Ontario, particularly Toronto, is more than just money. It's about world-class services and facilities."

Meanwhile, the Puerto Rico Film Commission has extended Law 362, which grants a 40% tax credit to productions that film there, to 2019.

The credit is based on local expenditures. Only projects that shoot more than 50% of principal photography there or spend more than $1 million qualify.

The law also allows the Film Commission to reserve the credit at the moment the film license is certified by the Department of Treasury. Recent shoots on the island include "The Men Who Stare at Goats" and "The Rum Diaries."

News from Variety.......... Good news for Toronto...

Industryites push for Toronto studio

New campaign to reopen facilities


TORONTO -- Industryites kick-started a campaign to reopen the Toronto Film Studios on Monday.

The 16-soundstage facility, co-owned by Rose Corp. and Smart!Centres, has been shuttered since December.

The result is a space crunch for small- to medium-size productions, already compromised by the 2007 closure of four Cinespace stages at Marine Terminal 28.

The 20-year-old TFS was slated for demolition, but in March, owners were denied permission to rezone the industrial property for big-box retail development. They are reportedly appealing.

"We need to convince the private owners there's a good business plan in keeping TFS open," said campaign organizer Cal Loucks, a veteran film set decorator with credits on "The Incredible Hulk" and "Max Payne," both of which used TFS. "If productions have to scramble too hard to find space, our fear is they may end up in places like Detroit or Boston."

Rose Corp.'s state-of-the-art megastudio complex Filmport, which launched its first phase in the neighborhood in August, doesn't fill the gap.

Filmport's seven stages are larger than required by the industry's bread-and-butter productions.

The shortage of modest studios could limit the number of foreign productions the city can accommodate and affect production on smaller-budget Canuck fare, said IATSE Local 873 union prexy Bob Hall. "Compromise in availability signals concern to our entire infrastructure, which has worked so hard to build Toronto into one of North America's top five production centers," Hall said.

As a stop-gap measure, the Ontario Media Development Corp., the government cultural agency that maintains an extensive proprietary locations listing, recently partnered with the Directors Guild of Canada's Ontario chapter to identify suitable convertible industrial spaces in the city.

Ontario film commissioner Donna Zuchlinski said, "This is a temporary measure to meet the needs of new and returning productions."
